Arrangements have not yet been finally settled regarding the number and composition of British representation at the Opium Conference which will take place at Shanghai in January.
There will be delegates representing Canada, India, and also specially representing the Straits Settlements and Hong Kong.
The Earl of Crewe suggests that it may be useful for common speaking points to be discussed with the Colonies, as they may want to make arrangements for this.
